Evanston is one of the few places on Chicago's northern edge where the curb outside your door can be formally reserved, and where reserving it runs on a clock. The city's Moving Vehicle and Storage Container permit has to be applied for no less than ten business days before the date you want, through the Citizen Portal under Public Works, and the city allows itself up to three business days to review it. Call that two working weeks on a piece of paperwork the city's own new residents checklist never mentions, which is why most people find out about it too late to use it.
Evanston's southern boundary is the Chicago city line, so there is no distance to argue about. The address sits well inside the 50 miles that divide a local move from a long-distance one, measured from Chicago as the primary city of the servicing location. That puts it on the hourly model instead of a binding flat rate. Three hours is the billing floor, time past it is counted in 15-minute increments, and a minimum of 30 minutes of standard travel time is added to the job. Dispatch for this work sits with the Chicago metro operation, which reaches the rest of Illinois as well.
Nearly everything that moves the final figure on an Evanston move is settled before the truck arrives, and nearly all of it costs nothing to find out: which parking district governs your block, which Monday the sweeper takes your side of the road, and whether your building wants insurance paperwork in advance.
The same permit answers differently for a truck and for a container
One ordinance, two opposite answers. Under City Code 7-2-6(G) and Ordinance 130-O-18, the MVSC permit is not mandatory if you do not wish to reserve parking space, so for a moving truck the permit is something you opt into. For a storage container placed in the public right-of-way it is mandatory. Most guidance on Evanston moving gets this wrong in one direction or the other, and the two cases are on the same city page.
Filing is the customer's job. What we do with the result is decide where the truck will stand, and hold a second option for the case where nothing has been reserved at all. Skipping the reservation rarely stops an Evanston move. It means the truck takes the nearest legal space, which in the pre-war blocks and the downtown grid is often not the space in front of the door, and the carry gets longer. On a job billed in 15-minute increments, the carry is the variable still under your control at that point.
One detail in the ordinance should shape the date you pick. In a regular parking lane, city crews post the no-parking zone at least 48 hours before the approved date. In a metered zone the space is allocated only two hours beforehand. A move on a residential street and a move on a metered downtown block are therefore different bookings with different amounts of certainty, and the difference is written into the rule itself.
The container is the part you cannot improvise
If your Evanston move has a gap in the middle, read this before you order anything. A container standing in the public right-of-way needs the permit, with no discretion, and the city will not allocate the space for more than three consecutive weeks. That is a hard ceiling on how long a container can sit on an Evanston street, and it is shorter than many between-lease gaps.
The alternative most people reach for is closed too. Northwestern's Residential Services states plainly that the campus cannot accommodate storage pod deliveries. So for a student or an academic, a container cannot go on campus at all, and off campus it is permit-bound and time-capped. That leaves a narrow, rule-shaped set of options, and it is much better to choose between them in advance than to discover the constraint in August.
Storage with us works in three shapes. Goods go in, they come out, or the move finishes inside the unit. Availability follows the plan: if the estimate does not name storage, there is none reserved, so raise it while the scope is still being written.
Your curb runs on a calendar, and winter adds two layers to it
Most cities treat street sweeping as background noise. In Evanston it is the single restriction that touches almost every move the city books, because the cleaning season runs from March 1 to December 15. That is nine and a half months, and it contains essentially every date anyone books. Residential streets are swept once a month and primary routes twice. On one-sided streets the sweep runs Mondays from 9 a.m. to 4 p.m., which is the moving day almost exactly, and downtown blocks are done on Mondays between 4 a.m. and 7 a.m. A citation is issued per occurrence. The city sends courtesy text or email alerts one to two days ahead, which is useful once you already live there and no help at all when you are choosing a date.
Underneath that sits the permit map. Evanston runs more than twenty-five residential parking districts in its high-demand areas, enforced by license-plate reading instead of stickers, and one-day passes exist for visitors' vehicles, which is what the cars your friends arrive in will need. The city's own rule for everything else is to read the posted signs block by block, because the restrictions change from one block to the next.
Then winter arrives and puts two more regimes on the same calendar. Once two inches or more falls, Snow Routes close to parked cars from 11 p.m. to 6 a.m. At four inches or more on other streets, a snow emergency closes one whole side of the street from 8 a.m. to 6 p.m., and which side depends on whether the date is odd or even: even-numbered side on even dates, odd side on odd dates. Sirens sound at 7:15 a.m. and again at 12:15 p.m. That is the rule people misread. Four inches overnight does not cancel an Evanston move. It removes half the curb for the whole working day, and the calendar picks the half.

Two measurements settle most of the older housing stock
Evanston is an old city by regional standards, and the numbers are not close. Per the regional community data snapshot, two in five Evanston homes were built before 1940, roughly double the share across the wider region, and seven in ten predate 1970. The median Evanston home went up in 1953.
Physically that plays out the same way across the stock. Stair treads and half-landings sized for pre-war furniture, with a ninety-degree turn at the top. Interior doorways narrower than anything built today. Plaster-and-lath walls instead of drywall, which mark and gouge differently and cost more to put right, so corner protection is doing real work here instead of being decoration. Original stair treads and hardwood on the carry route. Basements reached by tight interior stairs or an exterior door, holding the possessions people most reliably forget to mention.
Two numbers from you settle most of it: the narrowest point on the stair turn, and the width of the tightest interior doorway. Those decide whether a piece goes through as it is, comes apart first, or does not go. Basic furniture disassembly and reassembly sits inside the rate. What sits outside it is packing. An extra fee can attach to a heavy or a fragile piece, set by what the object is, how tight the route to it runs, how many hands it takes, and whether it needs deeper padding or a crate built for it. Anything over 200 lbs gets settled before the day, never on it.
One worry you can retire immediately. Evanston has four local historic districts, five National Register districts, and more than 850 individual landmarks, several hundred of them outside any district, so a great many owners here are inside the preservation system. A Certificate of Appropriateness covers exterior alterations visible from the public way, and the Preservation Commission has no purview over interior projects that produce no exterior change. Moving household goods into or out of a landmark or a district triggers no preservation review at all. Nothing about a move needs the Commission's approval.
What a managed building will want in writing, and when to ask
The other half of Evanston is vertical. Roughly a third of the city's homes sit in buildings of twenty units or more, well above the regional share, which makes the paperwork side of a move routine here rather than exceptional. That shows up as a service or freight elevator reserved inside a window the building sets rather than one you pick, a designated route through a dock and a service corridor, move hours that commonly exclude evenings and Sundays, and a carry from the legal truck position through a lobby to the lift.
Some of those buildings want a Certificate of Insurance before a crew comes through the door, and plenty never raise it. We can issue one written to the building's own language, but the condition belongs to the building, which means it also owns the deadline. So ask, then pass us six answers: the move date, the building's name, whoever signs off for the property, the limits it wants carried, the additional-insured phrasing it expects, and the address the certificate has to name, so you can confirm the whole set in one email to the manager. Asked in week one this is paperwork. Asked the evening before, it is why a crew stands in a lobby.
With no second car, the inventory carries the whole plan
One Evanston figure changes how an estimate should be built. About one in six households in the city has no vehicle at all, and about half have exactly one. So for two thirds of Evanston, the standard fallback of shuttling the small awkward things yourself over the weekend does not exist. Everything goes on the truck, on one day, in one pass.
Which puts the weight on an inventory that is actually complete rather than roughly complete. Room by room, and that means the basement, the closets, and any locker the building gives you. A load that turns up materially bigger than the one you described can move the hourly rate, and that is the mechanism doing its job instead of a billing trick. It is also the one part of the price you hold entirely, before a single crew is booked.
Household size here points the same way. Close to four in ten Evanston households are one person, and a quarter of the housing stock is studio or one-bedroom, so the most common move in the city is a small one. For a studio or a one-bed the working default is two movers and a truck, from $120 per hour against that three-hour minimum. Put a full pre-war house with a basement in front of the same job and it becomes work for three movers and a truck, from $160 per hour on the same minimum. Four and five-mover crews exist for the volume above that. We settle the number with you off what the rooms need, since access and volume decide it and a bedroom count does not.
Mid-September is three arrival waves, not one day
Northwestern puts roughly twenty thousand students into a city of about thirty-two thousand households, and the arrival is not a single event. International students arrive on Sunday 13 September 2026 for International Wildcat Welcome. New undergraduates move in on Tuesday 15 September, by appointment between 8:00 a.m. and 3:30 p.m. Returning students arrive from 8:00 a.m. on Friday 18 September with no appointment needed, and on that day undergraduate building entrances are accessible from 8:00 a.m. to 5:00 p.m.
Then a home football game on Saturday 19 September closes parking lots, and the university advises students in the North and Northeast areas to avoid moving in before 5 p.m. that day. The consequence reaches well past campus. A household with no connection to the university that books into that week gets the contested streets and the traffic, and none of the accommodations the university makes for its own arrivals. Moving the date by a week is usually free. Moving it on the morning is not.
Shared houses carry one more limit. Northwestern's own guidance for tenants notes that City of Evanston Ordinance 6-4-1-14 requires that no more than three unrelated individuals live in any rental unit, apartment or house, which puts a ceiling on how large a legitimate shared-house inventory can be.
The split this move gets planned around
Two things are worth checking about any Illinois mover before you choose one, including us. A company carrying household goods within Illinois needs a Household Goods License from the Illinois Commerce Commission, under 625 ILCS 5/18c-1101 and the rules at 92 Ill. Adm. Code 1457 and 1225. The rest of it divides like this.
You decide whether to reserve the curb, and if you want it, you file at least ten business days out. What that decides: for a truck the permit is optional, so this is a real choice, and the choice stops existing once those ten business days are gone.
You apply for the permit yourself if a container is going into the public right-of-way. We build the move around the container's dates at both ends. What that decides: here the permit stops being a choice, and no allocation runs past three consecutive weeks.
You check whether your block sits inside a residential parking district. We size the crew against the space that will actually be free. What that decides: more than twenty-five districts operate, cameras read plates instead of checking stickers, and one-day passes cover the cars your helpers turn up in.
You look up which Monday the sweeper takes your side of the street. We schedule around that window, or start before it opens. What that decides: the season runs March 1 to December 15, one-sided streets lose a lane from 9 a.m. to 4 p.m., and a citation follows each occurrence.
You check whether a snow emergency has been declared on the morning of a winter move. We find another legal position, or push the start, while the curb is still closed. What that decides: at four inches one whole side of the street shuts from 8 a.m. to 6 p.m., and the date sets which side.
You clear a path at least 36 inches wide on the public walkway beside your property, within 24 hours of the snow stopping. We work whatever route exists when we arrive. What that decides: the city assigns that path to the property owner, not to the moving crew, and a cleared, salted route buys back more winter carry time than anything else you control.
You measure the narrowest point on the stair turn and the width of the tightest interior doorway. We size the crew and the protection to those two numbers before the day. What that decides: two in five homes here predate 1940, and the measurements settle whether a piece goes through whole, comes apart first, or never goes at all.
You flag anything over 200 lbs, anything fragile, and anything you think needs crating. We price the handling and the protection into the estimate, so you can see both before the day. What that decides: an extra fee can attach to pieces like these, and the estimate is where it gets settled.
You get your building's move-in rules in writing, then forward them to us. We issue the certificate in the building's own language once those six answers reach us. What that decides: plenty of buildings never ask, and the ones that do own both the requirement and the clock, so only they can start it.
You walk the basement, the closets and any storage locker before you give us an inventory. We quote against the list you hand over, item for item. What that decides: about one in six households here keeps no car, so there is no second trip, and an under-reported load is the one thing that can still move the rate after booking.
You settle how much packing you want, and have it written into the estimate. We pack to the scope the estimate names, with our materials or with yours. What that decides: a standard move does not carry packing with it, and any room left unpacked at arrival converts into billable time in 15-minute increments.
You avoid the Northwestern arrival week if your dates can move. We plan routes and start times around it when they cannot. What that decides: three separate arrival waves land in mid-September and a home game closes lots on the Saturday, putting a great many vehicles on the same streets at hours you can look up.
